The number judges was suggested to 50 per million by Supreme Court in 2002. A conference of of CMs - CJ arrived at a conclusion to double the number of judges in 5 years, which will take the ratio from present 15.47 per million to 30 million. This is still much lower that what supreme Court has desired.
However, proposal of launching an all india judicial service on the lines of Civil Services has not been favoured by the state governments because of the pretext of using regional languages in lower courts. There are about three crores cases pending in various courts in the country and the present judicail reform will surely give relief to the litigants.
