Ahead of NATO planned withdrawal in 2014, US has handed over the Bagram prison to Afghanistan, though a ceremony of handover took place in Sep 2012. But Americans remained in control of the prison to decide the fate of certain dangerous prisoners.US Secretary of State John Kerry was also present.
Bagram jail has a badnaam reputation, having been at the center of a number of prisoner abuse allegations like Guantanamo prison.
President Karzai has recently ordered Americans to leave Wardak province.
